30 years ago, mechanical governors were used to control the speed of the turbine. Mechanical Governors take a lot of power to rotate the governing element itself. The Governor components can vary greatly depending on the torque of the steam pressure and valve size. Governor adjustments should only be done on the turbine, which is dangerous. So Governor Manufacturers developed Hydro- Mechanical Governors.
Hydro- Mechanical Governors are designed with a self-contained oil pump and oil tank. The pump is driven by the turbine main shaft and the pump generates high oil pressure, hence increasing the torque to operate the different torque steam valves. The components are also small in size.Hydro- Mechanical Governors are highly reliable and can be understood and serviced by expert mechanical personnel. Periodic service extends the life of the governor beyond 50 years or until the turbine is disposed of or damaged.

The manufactures designed electronic Governors and obsolete the Hydro- Mechanical Governors. They introduced electronic Governing system consist of three major components. Life cycle is shorter then Hydro- Mechanical Governors.No one can repair the electronic Governors. The model and design of the electronic Governors upgraded every year. When the problem occurs, the customer has to spend lot of money to buy new upgraded model Electronic Governors for old turbine.
Considering the cost and delivery time of Electronic Governors from the OEM, PR Governors have replaced electronic governors with hydro mechanical Governors for some customers.
